Bills on anti-Pogo, barangay and SK execs’ term extension ratified
MANILA, Philippines — The bills seeking to permanently ban Philippine Offshore Gaming Operators (Pogos) in the country and extend the term of elected officials of the barangay and Sangguniang Kabataan (SK) are now up for the approval of President Marcos.
Both chambers’ adopted the bicameral conference committee report containing the final versions of House Bill (HB) 10987 and Senate Bill (SB) 2868, as well as HB 11287 and SB 2816 during separate plenary sessions on Wednesday.

Once enacted into law, the former measure would repeal Republic Act 11590, which legitimized offshore gaming in the country, while the latter aims to amend Section 42 of Republic Act No. 7160 or the Local Government Code of 1991.
SB 2868 and HB 10987, or the Anti-Pogo Act of 2025, mandate the forfeiture of all Pogo-related properties and equipment to prevent their reuse in illegal operations.

Under the consolidated version of HB 11287 and SB 2816, the term of elected officials of the barangay and SK will be extended from three to four years, while the elections will be moved from December this year to the second Monday of November 2026. The next polls will be held four years later. /cb
