Senate ratifies bill optimizing gov’t structure, operations
MANILA, Philippines — The Senate on Wednesday ratified the bicameral conference committee report which harmonizes the disagreeing provisions of Senate Bill No. (SBN) 890 and House Bill No. (HBN) 7240, or the Government Optimization Bill.
It was Senate President Francis Escudero who made the motion during the chamber’s plenary session.
According to Escudero, the measure intends to make the government smaller, better, more efficient, and more responsive.

“This is no mere downsizing measure. It is about upsizing the number of personnel deployed where they can best serve the people. After all, government resources come from the taxpayers’ contributions and these are not an unlimited resource,” he said.
“Whatever we take from taxpayers’ pockets must be put and rebated to them in the form of efficient and effective programs and projects,” he added.
Earlier, the Department of Budget and Management said the proposed government optimization seeks to streamline the national government’s operations to create a leaner and responsive workforce.
The bill also empowers the country’s chief executive to merge, consolidate, transfer, split, scale down, and abolish agencies, and create new ones when necessary.
The president will be assisted by the Committee on Optimizing the Executive Board— who will serve as the Braintrust in this effort. /cb
