Torre’s first orders: Faster response time, 8-hour shift, gear inventory

MANILA, Philippines — New Philippine National Police (PNP) chief Gen. Nicolas Torre III directed the law enforcement agency to limit its emergency response time to three minutes, enforce eight-hour shifts for personnel and conduct an inventory of its equipment.

These orders came during Torre’s first command conference, a day after assuming office, the PNP Public Information Office (PIO) said in a statement Tuesday night.

“The top cop set a strict three-minute maximum response time for all police units in addressing emergency and distress calls,” the PNP PIO detailed.

“The Chief PNP ordered the enforcement of an eight-hour duty policy to help ensure the well-being and efficiency of police personnel,” it added.

“[Torre] directed all units to conduct a thorough inventory and assessment of the functionality of radios and other essential police equipment,” the PNP PIO continued.

Further, according to the PNP PIO, Torre directed field commanders to use all patrol vehicles as part of the police’s visibility drive.

Additionally, the new PNP chief pushed to make legal services more available to the agency’s personnel both for professional and personal matters.

Torre initially outlined these plans in a speech and a press briefing after assuming the PNP chief post in a ceremony in Camp Crame last Monday.

It was there that Torre said his leadership of the PNP will be anchored on “swift and responsive public service, unity and morale within the ranks, and accountability through modernization.” /cb
