MMDA assures manual review of NCAP violations

MANILA – The Metropolitan Manila Development Authority (MMDA) on Wednesday assured that all violations captured through artificial intelligence (AI)-powered closed-circuit television (CCTV) cameras under the no-contact apprehension policy (NCAP) are personally checked by its personnel.

Mai-invalidate po ito kung mali ang pagkakahuli lalo na kung mave-verify na nag-give way sa mga emergency vehicles (NCAP personnel verify these manually. They will invalidate violations especially if they can verified that you gave way for emergency vehicles),” the MMDA said in a message to reporters.

The agency’s remarks came in response to public concerns that giving way to emergency vehicles can be considered a violation under the NCAP.

In a radio interview, MMDA Chair Romando Artes said NCAP personnel are mostly deaf-mutes who are tasked with manually reviewing violations caught by their AI CCTV.

He said the AI CCTVs are only placed on EDSA, with other thoroughfares in Metro Manila equipped with regular high-definition CCTVs, digital cameras, and personnel with other gadgets such as speed guns and handheld cameras.

As of 3 p.m. Wednesday, the MMDA reported a total of 552 violations caught through the NCAP, more than the 549 apprehensions made on Tuesday from 6 a.m. to 6 p.m.

A total of 1,112 violations were caught through the NCAP on Monday, the first day of the resumption of the policy.
