DILG orders LGUs to create energy-saving programs
The Department of the Interior and Local Government (DILG) has instructed local government units (LGUs) to create programs to save energy, the agency said in a statement on Wednesday, May 21, 2025.
MANILA, Philippines — The Department of the Interior and Local Government (DILG) has instructed local government units (LGUs) to create programs to save energy, the agency said in a statement on Wednesday.
This was in line with the bid of the Government Energy Management Program (GEMP) to reduce the government’s monthly electricity and gas consumption as outlined in Republic Act 11285 or the Energy Efficiency and Conservation (EEC) Act.
The DILG said it “directed LGUs to craft a local EEC plan that outlines specific conservation strategies, target cost reductions, and motor vehicle inventories.”
“LGUs, except barangays, are also enjoined to establish an EEC office within their planning and development units, funded under their general appropriations,” it added.

The department further encouraged local chief executives to issue their executive orders or memoranda for EEC protocols in their facilities.
