Anti-red tape body sits down with German envoy on LTO systems issue

MANILA, Philippines — The Anti-Red Tape Authority (ARTA) has met with German Ambassador to the Philippines Andreas Michael Pfaffernoschke and discussed issues concerning a policy related to the Land Transportation Management System (LTMS).
In a statement on Thursday, ARTA said the meeting was held last May 13 on the Land Transportation Office’s (LTO) policy connected to LTMS, a system developed by the German company Dermalog Joint Venture.
According to ARTA, the LTMS is an online portal tasked to streamline and automate transactions of the LTO, such as the renewals of driver’s licenses.

However, users of the system were allegedly “notified of a policy from LTO” this year, involving the use of another IT system provider, superseding the use of LTMS.”
“This policy raised concerns with the users of LTMS as this move poses bureaucratic delays and is considered to be an added burden,” the ARTA added.
But Dermalog consultant Mr. Bernard Yu, the LTMS was fully functional and received no complaints regarding its operationality upon turnover, which meant there was a “significant need for clarification with the LTO.”
In line with this, ARTA said it will coordinate with agencies and parties involved “to ensure that the issue is addressed unprejudiced and the entities involved are given their fair chance to demonstrate their respective sides.” /MR
