MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) reminded to all public utility vehicle operators and drivers to grant students the mandated 20 percent fare discount or face penalties.
“We are reminding all drivers and operators that the 20% student fare discount is not optional. It is a right enshrined in law, and violations will be met with strict penalties,” LTFRB chairperson Teofilo Guadiz III said in a statement on Tuesday, days before the resumption of classes on June 16.

The LTFRB pointed out that under the Republic Act No. 11314 or the Student Fare Discount Act, first-time violators may be fined up to P5,000 while repeated violations could lead to the suspension or revocation of franchises or permits, depending on the frequency and gravity of the offense.
According to Guadiz, the 20 percent student discount must be granted on all regular school days, including during summer classes.
The fare discount applies exclusively to the students currently enrolled in basic education, from elementary to senior high school, as well as in technical-vocational institutions, and college or undergraduate university programs.
Post-graduate students or individuals enrolled in short-term non-degree programs are not covered by the policy.

To avail of the discount, students are required to present a valid school ID or proof of current enrollment.
Guadiz called on the public, especially students and parents, to report violators through their hotlines or LTFRB Citizen’s Complaint Center.
