Boracay Water marks 1st transition to Retail Aggregation Program in Visayas
Boracay Water, an operating unit of Manila Water Non-East Zone subsidiary Manila Water Philippine Ventures and a concessionaire of Tourism Infrastructure and Enterprise Zone Authority (TIEZA), has made history as the first customer in the Visayas to transition to the Energy Regulatory Commission’s (ERC) groundbreaking Retail Aggregation Program (RAP).
MANILA, Philippines – Boracay Water, an operating unit of Manila Water Non-East Zone subsidiary Manila Water Philippine Ventures and a concessionaire of Tourism Infrastructure and Enterprise Zone Authority (TIEZA), has made history as the first customer in the Visayas to transition to the Energy Regulatory Commission’s (ERC) groundbreaking Retail Aggregation Program (RAP).
This milestone marks a bold step toward more sustainable and cost-efficient energy solutions.
Boracay Water follows the lead of its parent company, Manila Water Company, and its fellow Manila Water Non-East Zone operating units—Laguna Water and Laguna Aquatech—in switching to RAP and embracing innovative and sustainable energy strategies.
The RAP initiative empowers smaller electricity consumers to choose their energy sources—whether renewable, fossil-based, or a hybrid—and to negotiate supply terms, tariffs, and contract durations. This shift paves the way for a more inclusive and consumer-driven energy market.

Boracay Water extended its gratitude to the ERC for championing policies that empower consumers, giving them greater control over their energy choices and access to more competitive rates.

Boracay Water’s transition to RAP covers eleven (11) facilities, including water treatment plants, pumping stations, wastewater treatment facilities, and lift stations—demonstrating the scalability of RAP for utility operations.
