MANILA, Philippines 鈥� The Land Transportation Office (LTO) has assured the public that it is ready for the reimplementation of the No-Contact Apprehension Program (NCAP) this coming Monday, May 26.
鈥淭he LTO is just ready. The data is there, we鈥檙e ready to share鈥� If there鈥檚 anything else we can do to help them out, we鈥檙e going to help them,鈥� LTO chief Vigor Mendoza II said in a presser at the Department of Transportation (DOTr) office in San Juan City on Thursday.
鈥淲e鈥檙e still going to coordinate. The Metropolitan Manila Development Authority (MMDA) just called us last night to set a meeting so that we can streamline the process by which LTO and MMDA can cooperate and make this as fast and easy as possible,鈥� he added.

The NCAP will cover Epifanio Delos Santos Avenue (Edsa), C5, Katipunan Avenue, Marcos Highway, Roxas Boulevard, Commonwealth Avenue, Quezon Avenue, West Avenue, E. Rodriguez Avenue, and Sen. Gil Puyat (formerly Buendia) Avenue.
Lifting of TRO
The NCAP is set to be reimplemented after the Supreme Court lifted (SC) its temporary restraining order (TRO) on the program last Tuesday, May 20.
The SC issued a TRO against the NCAP in August 2022, following petitions from transport groups, arguing that the program had no basis in the MMDA Charter or Republic Act 4136, also known as the Land Transportation and Traffic Code.

The MMDA, through the Office of the Solicitor General, lodged an urgent motion to lift the TRO, citing worsening traffic congestion along major thoroughfares and a need to protect road users.

Transportation Secretary Vince Dizon praised the lifting of the TRO on the NCAP, calling it a 鈥渟tep in the right direction鈥� and a 鈥渂ig win鈥� for road safety while conceding that the program faces challenges that needed to be addressed.

Dizon also said that among the improvements was for the Department of Transportation and the LTO to streamline the process of changing car ownership to address issues with violation tickets for vehicles with outdated registration./mcm
