Royeca’s plea spurs DOTr action on motorcycle taxi continuity

MANILA, Philippines — The Department of Transportation (DOTr), led by Sec. Vince Dizon, is preparing to issue a Department Order that would ensure the continued legal operations of motorcycle taxis (MC taxis)—a move seen as a lifeline for thousands of riders and commuters alike.
The initiative follows a direct appeal from George Royeca, founder of Angkas and first nominee of the Angkasangga Partylist (#107), who has long championed the rights and welfare of motorcycle riders. With the pilot program officially concluded in 2024 and the Motorcycle Taxi Bill still pending in Congress, Royeca urged the DOTr to step in to avoid disruption to both livelihoods and commuter mobility.
“As someone who has stood alongside our bikers since day one, I know how urgent this is—not just for the riders, but for the commuting public,” Royeca said. “I deeply appreciate Secretary Dizon’s openness and responsiveness to this plea. His willingness to consider a Department Order shows true leadership.”
The proposed interim measure provides critical legal clarity for MC taxi services while a more permanent legislative framework is still being pursued. Royeca emphasized the importance of this action as a stopgap that protects riders’ income and commuters’ access to reliable transport.
“Our fight has always been about dignified, inclusive livelihoods,” he added. “This is not just a policy—it’s a commitment. We’ll continue pushing until motorcycle taxis are permanently recognized by law.”
While Secretary Dizon’s response highlights the importance of proactive governance, it also reflects the impact of consistent advocacy from sectoral champions like Royeca—who continues to push for sustainable and inclusive transport solutions that uplift Filipino workers.
