
Since the start of operations in 2019, Manila Water Non-East Zone operating unit South Luzon Water has invested ₱609 million in CAPEX to improve water access in Tanauan City, Batangas. Most of these investments were allocated to pipe replacement projects, which have significantly reduced Non-Revenue Water (NRW) levels in the city.
South Luzon Water (SLWC), an operating unit of Manila Water Non-East Zone subsidiary Manila Water Philippine Ventures, has significantly enhanced the water supply infrastructure in Tanauan City, Batangas, through continuous investments in capital expenditure (CAPEX) projects.
Since it began operations in 2019, SLWC has invested ₱609 million in CAPEX to improve water access in Tanauan City. Most of these investments were allocated to pipe replacement projects, which have significantly reduced Non-Revenue Water (NRW) levels in the city.
In 2020, the water company implemented the ₱116-million Mainline Pipelaying Projects to improve the deteriorating water quality following the Taal Volcano eruption that year. This project enabled supply clustering and allowed the decommissioning of deep well facilities that are not compliant with the Philippine National Standards for Drinking Water (PNSDW). It also reduced NRW and improved supply pressure at customer taps through proper pipe sizing based on demand.
In 2023, SLWC launched the ₱84-million Poblacion Pipe Replacement Projects to address low to no water pressure issues in Tanauan. This project reduced NRW levels of the Poblacion Area from 47% to 27%, significantly improving customer satisfaction and operational efficiency.

Since 2019, SLWC has added and upgraded a total of 60 kilometers of water pipes. By early 2025, NRW levels were further reduced to 21% through continuous pipe replacement, leak detection and repair, manpower training, stakeholder engagement, and partnerships with the City Government of Tanauan and the community for immediate reporting of leaks and illegal connections. Water service is now available 24/7 with 100% compliance with water quality standards.
The improved water supply infrastructure is needed as SLWC currently serves more than 110,000 customers from 42 barangays in Tanauan City and one barangay in Sto. Tomas, Batangas.
To enhance sustainability and ensure reliable service, SLWC has installed 64 kW solar panels at two of its deep well facilities, reducing power consumption by an average of 4,000 kWh per month.
For long-term service improvement, SLWC will embark on clustering projects, which involve decommissioning small, unreliable, and deteriorated deep wells and constructing large-capacity deep well facilities as replacements.
“By investing in capital expenditure projects, we have achieved significant improvements in NRW levels. This not only reduces costs but also enhances operational efficiency, leading to better water pressure and increased supply volumes, which greatly benefits the community,” said Angelie Miranda, Operations Manager of South Luzon Water.
SLWC is a joint venture between the Tanauan City Water District and Manila Water Philippine Ventures which was established in 2019. The operating unit currently serves more than 110,000 customers from 42 barangays in Tanauan City and one barangay in Sto. Tomas, Batangas.
