MANILA, Philippines — Two consumer rights groups on Monday backed amendments to the 2022 SIM registration law, saying it has failed to curb phone-call and text-based scams.

Alliance of Concerned Consumers in the Philippines convener Ritchie Horario told the Inquirer that Malacañang has recognized loopholes in Republic Act No. 11934, or the SIM Card Registration Act, that need to be addressed.

“We support the proposal to require the physical presence of card owners during registration if it effectively closes these gaps,” Horario said.

Consumer rights group Malayang Konsyumer expressed hope that “this policy can continue to serve its purpose: to protect and ensure the data privacy and integrity of transactions in the digital space of the Philippines.” —Alden M. Monzon
