SC readopts ‘two-examiner policy’ for 2019 Bar exam

MANILA, Philippines — The Supreme Court has readopted the “two-examiner policy” for the 2019 Bar examination.

A “two-examiner policy” was implemented in 2009 under then Associate Justice Antonio B. Nachura and in 2010 under then Associate Justice Conchita Carpio-Morales.

Current Bar Examination Committee Chair Associate Justice Estela Perlas-Bernabe recommended the readoption of the said policy for the November 2019 examination “in order to promote operational efficiency in light of notable increase in the number of admitted candidates.”

“Acting on the recommendation of Associate Justice Estela M. Perlas-Bernabe, sitting en banc, resolves to approve the adoption of a general policy to designate two examiners per subject for the Bar examination,” said the high court.

Under the two-examiner policy, the subject shall be divided into two parts and each examiner shall be given a specific scope where he or she will formulate the questions.

During the actual exam, the examinee will have one questionnaire containing both parts I and II and two conjoined booklets. After the examination, the Part 1 and Part II booklets containing the number corresponding to the name of the examinee, shall be given to each of the examiners simultaneously “for checking in order to expedite the checking of booklets while ensuring the quality of assessing them.” /je
